How to get Government IDs from scratch for new Graduates
You just stepped out of college or Senior Highschool and you will now start an adult life. The first thing that you need is a government-issued Identification Card. So, how will you get an ID when you are unemployed and fresh out of school? This guide will help you get two government IDs from scratch.
This is the scenario, the only ID you have is your school ID. The problem is that you can no longer use it because you are no longer a student. We will help you get at least 2 government IDs from scratch.
How to get Government IDs from scratch for new Graduates
Your First ID: Philippine Postal ID
Things you will need to get a Postal ID
- Application Form
- Birth Certificate – PSA or LCR
- Proof of Residency – any of the following: Barangay Clearance, NBI Clearance, Police Clearace.
- Payment
STEPS:
- If you cannot get a Birth Certificate yet, ask your parents to get it for you. You can also get a Birth Certificate from your Local Civil Registrar if you do not have a PSA Certificate.
- Get a Barangay Clearance, they are usually not strict especially if they know your parents. You can also present your last school ID as proof. Sometimes, they will require a CEDULA.
- Go to the Post Office and fill out the form from your nearest Post office. You also need to pay PHP520 (price not updated)

- Once your requirements are complete, your photos and biometrics will be taken.
- Once completed, you need to wait for 30 days and your ID will be delivered to your address.
Second ID: TIN ID or TIN number even if you are unemployed
You will need a TIN number for almost everything. You also need it for banking purposes so it is important that you get one. The TIN number that we will get does not require an employer. You need a valid ID here so you may want to wait for your Postal ID. If not, you can probably use your school ID if the government employee will allow it.
Things you will need for your TIN ID application:
- Barangay Certificate
- Birth Certificate
- BIR Form from their office
- Cost: Php107 = 50 for brgy clearance, P57 for cedula (not updated)
STEPS:
- Get a CEDULA from your City/ Municipal Hall to get a Barangay Clearance. Sometimes, your barangay will not ask you to get a Cedula. It is best to ask your barangay if they can issue the Barangay Clearance without a Cedula.
2. Get a Barangay Clearance and tell them that the purpose is for TIN ID.
3. Go to your Local BIR and fill out the FORM 1904.
If you only need a TIN number and TIN ID and you have no income, fill out the FORM 1904 and tick EO98. Fill out two forms and show the requirements to the guard and he will give you a number. Wait for your turn and give the requirements to the processor.
4. They will give you your TIN number and TIN ID (if they have available IDs). Sign your TIN ID before laminating it.
Congratulations! You now have 2 valid IDs.
Bonus: How to Get Passport ID
Now that you have a Postal ID, possibly a TIN ID, you can now get a Passport for ID purposes. A Passport is one of the best IDs in the Philippines.
Things you will need to get a Passport ID:
- PSA Birth Certificate
- Postal ID
- Filled Appointment
- Confirmed Online Appointment
Step 1 – Set an appointment with DFA near you. Click the link below to set an appointment:

Step 2: Once accomplished, print out all the documents sent to your email. Have them photocopied.
Step 3. Go to your appointment and present all the requirements.
Step 4. Line up for biometrics.
Step 5. Return to your scheduled date to claim your Passport.
Congratulations! Now you have 3 government IDs from scratch.
